Yes. That is a condition of the GPL: copyright notices must be
preserved.
- If the synced coded has been significantly changed then both the
FSF copyright notice and a "personal" copyright notice should be
updated?
Yes. Even if the only thing left of the GNU code is the argument list
and part of the docstring, it is a derivative of the GNU code and the
GPL applies. Your own copyright notice is a courtesy to downstream
users.
I think that assigning at least your core XEmacs code to the FSF is a
good idea (saves on updating personal copyrights, and opens the
possibility of a reverse sync to GNU, among other things), but that's
a personal decision.
