Mike, can you look into this when you get a chance?
It has been discussed on xemacs-beta before, that lisp modules should
not modify behavior of XEmacs by just being loaded.
I think behaviors (by Ben Wing IIRC) will address this issue in a
general way once they are used by XEmacs packages.
