Yes, I have been complaining about this for years, but the Custom wizards ignore it. I didn't realize it would affect no-mule people though; this may be patchable (the Mule problem requires handling lists of fonts, this is one at a time). I'll take a look. Would it be acceptable if once you start using koi8-r you can't switch to ISO-8859 through the menus and Custom anymore, as a temporary solution?
