Well, for one thing there isn't a Makefile that builds the package.
There is a Makefile that comes with the psgml distribution, but it
compiles the Lisp only, and would have to be modified for XEmacs'
purposes anyway.  It turns out that psgml has a bug that prevents batch
compilation of the DTDs.  I've sent in a bug report, but the fix is
beyond me, at least right now.
