gnus-setup breaks file-coding

Gnus v5.6.43 XEmacs 21.0 "Pyrenean-pre7" [Lucid] (i586-pc-cygwin32) of Thu Nov 26 1998 on ARMAGEDON 200 red.parallax.co.uk NNTPcache server V1.0.7.1 Oct 31 1997 ready (posting ok). I have tracked down my file-coding problems to gnus-setup. If I load up a msdos style file in a vanillla xemacs 21.0 built with file coding (mainly applicable under windows) I get the required recognition by the "Noconv:T" on the left of the modeline. However, if I load gnus-setup first the file is not recognised (I see "Noconv") and M-x toggle-buffer-file-coding-type has no effect. Some conversion is obviously done because I don't see ^M's but it is mostly broken.
