Hello Klaus, your ChangeLog format does not comply with:
(Info-goto-node "(standards)Style of Change Logs")
This is my cut at it:

* ecb-layout.el (ecb-redraw-layout-quickly): Fixed a bug with
XEmacs 21.5.X and `set-window-configuration'. Now this function
is called with deactivated ECB-advices.
* ecb-jde.el: Changed line-endings to Unix-format.
I strongly suggest the use of
M-x patcher-mail-subproject
or
M-x patch-to-change-log
in appropriate situations.

As a minimum, change-log-mode will indent, fill, and font-lock
correctly.
When you open a file named ChangeLog in Emacs, the buffer should be
put into change-log-mode automatically.
