If code is known to work with GNU Emacs, then problems running on
XEmacs should be reported to xemacs-beta first. It is a goal of ours
to maintain GNU Emacs compatibility. Of course it is also usually
worth reporting to the package maintainers, who may wish to install
compatibility code so their libraries can work with older versions of
XEmacs. Unfortunately, it is not (can not be) a goal of ours to track
every downstream bug tracker, so we depend on users and package
maintainers to report issues here.
Regarding the "significant compatibility problems," you should
consider the source of that opinion. The maintainers of both XEmacs
and GNU Emacs have great difficulty communicating with Andreas, and as
a result his ideas and reports get far less attention than they
probably deserve.

deserve or not deserve - don't think it's a matter of communication.
At GNU the copyright assignment question shows up occasionally.
Consider that assignment policy directed against the four freedoms of
the GPL, as establishing additional requirements for distribution which
the GPL forbids. Requiring copyright assignment undermines GPL.
The GPL by themselves has some issues too, what's normal BTW - the
famous copyleft not considered that great as thought, for the very
similar reasons.
Copyleft attacks the four freedoms, as imposing.
Imposing something --even with best purposes-- is quite the opposite of
freedom. Recent discussions at emacs-devel have displayed the absurdity
of putting good-will-people at risk that way.
That's why the GPL has been questioned as free software license at all.
Understand that questioning, however would not go so far.
That is to say, supporting reports from third parties would be helpful
in getting these issues worked on.
AFAIU the key for progress last time was merging GNU syntax.el.
Maybe it's done? Would have a look at the compat issues again then.
Ah, would remain the difficulties installing developer sources.
Still don't claim the title "XEmacs-install-artist" :)
