Basics: You need to know which of the character sets (presumably
ISO-8859-5) work for you. Use M-x set-language-environment RET
Cyrillic- TAB to get a list (probably Cyrillic-KOI, Cyrillic-Alt,
Cyrillic-ISO, Cyrillic-Win) of available environments. Finish typing
the character set you want, type RET, and you should be basically set
up.
To get an input method for non-ASCII characters, use C-\. This will
probably invoke Quail, which uses deadkeys (either pre or post) for
accented Latin, I'm not sure how it works for non-Latin non-Asian
scripts.
It is also possible to use keyboard configuration, but this is very
complex to describe because of the large number of possible keyboards
which all have special tricks.
The main potential problem would be if Bulgarian Cyrillic uses
characters not present in Russian Cyrillic, and therefore not in
ISO-8859-5.
