vm.elc does not have an associated vm.el file - it is
generated during vm's build process.
After installation with package-get even the vm.elc is missing in
the
installed lisp directory .../lib/xemacs/packages/lisp/vm.
vm-1.11 was shipped without vm.elc, and vm-1.12 was shipped
without vm-autoloads.el{,c}. If your package-get-base.el{,c} is not
up-to-date, you're probably installing one of these versions.
