Network install for XEmacs is not working for me, and it seems to be
because "setup.ini" is out of date. I'm on windows, trying to use the
"XEmacs Setup 21.4.19.exe" program. There are several files that
give an "Unable to download" message. When poking at the FTP
site it seems that newer versions of the files exist, but not the older
versions that the setup program is looking for. Maybe the setup.ini

setup-packages.ini seems to have newer file names.
Is there a way I can force the setup program to use the newer
setup-packages.ini instead of the older setup.ini? I could
download all 18 files manually and untar, but since the setup
files haven't been changed in several months, that someone
else has had this problem and knows of a faster workaround.

I'm afraid I can't quite make out: 1) what you did, 2) what you
expected to happen and 3) what actually did happen. The new (Inno
Setup based) installer ("XEmacs Setup 21.4.19.exe") does not require
setup.ini.
Please download this file:
ftp://ftp.xemacs.org/pub/xemacs/windows/testing/XEmacs_Setup_21.4.19-2006...
and run it and then tell us what happened and if that doesn't meet
your needs, tell us what you had expected to happen.
