You're right. However, menubar-items and similar code are special
cases. What really should happen is that packages register menubar
items and callbacks; the callbacks are of course internal to the
package. We just don't have such a mechanism.
In general I don't like to advertise "maybe" functions because getting
them to do the right thing is not always obvious. This is just a
theoretical feeling though, I don't have cases to back it up.
