They're not going to upgrade any packages without first downloading the
new package index, right?

I'd appreciate reports about anticipated problems with packages earlier
in the process, preferably before they're released. IIRC I've mailed
several times to xemacs-beta and at least 4 commit messages to
xemacs-patches about splitting prog-modes.
