The set of packages you have installed do not include any specialized
modes for XML files. One option would be to install the psgml package,

how to use the packages UI to install it.
On the other hand, I gather the XEmacs you have installed is from the
new Windows setup kit; Vin, I think it could be a good idea to include
psgml in it.
