| expand-file-name is the only function that converts '/'s to '\'s.
In Emacs 20.3 (NT) it doesn't :(. So it cannot be used accorss
Emacs platforms to convert / to \ or vice versa.
Somebody Else's Problem. expand-file-name is clearly the place
where this should be done.
There's also convert-standard-filename, but I don't have a good
feel for how well it is supported.
