Please do report incompatible or missing APIs so that we can put some
attention to things really used. The more detail the better of
course. Just that syntax.el needs merging is I'm afraid a little to
vague (at least if I should be able to do it. Others might be more
aware of what the problem is.)

for example have a look into

syntax-ppss resp. parse-partial-sexp are needed for parsing
triple-quoted-strings
python-mode.el shipped with XEmacs now must have some bugs around tqs
for this reason.
No critical bugs BTW, just showing up from time to time breaking
fontifying for example.
We had numerous reports concerning TQS before fixing this.
