The contents of the Buffers menu are as follows:

*Warnings*
*scratch*
However, in the tabs, *Warnings* and Installation are grouped together,
and *scratch* is grouped with no other buffer.
*Warnings* and Installation are in Fundamental mode, br is Mail Fill
Abbrev (the build report I just sent) and *scratch* is Lisp Interaction.
It seems the tabs are grouped by buffer mode, but the Buffers menu is
organized in some other way (looks like by mode, but with the special
case that *...* buffers are grouped together). I expect there to be only
one grouping, so the behavior XEmacs is showing is kind of confusing.
This might not even be a bug; maybe it's the intended behavior. If so,
what is the rationale?
