It would be messy at best. You'd need to arrange to remove the old
re-builder package when installing re-tools, because otherwise you'd
have a nasty shadowing problem. But currently the package system has
no concept of installation dependencies, negative or positive. It
only knows about dependencies via the package-info.in REQUIRES field.
At the moment, refactoring packages is just a plain no-no.
