Until we start writing and approving specs (PEPs, anyone?), the
existing behavior is the spec.
Anything that changes existing user-visible behavior that is not
contrary to existing documentation should be submitted as a separate
change, and flagged as an enhancement. Probably it would be a good
idea to submit for discussion on xemacs-beta first.
This looks like a good change to me, but the problem here is that at
the moment we don't have a good way to communicate this kind of change
to package users.
