I don't understand why you don't understand. There's a problem with a file in the XEmacs distribution. Why would you ask on an MS list? In any case, the answer to the original poster's question: xemacs.dsp is missing the carriage returns required by Visual Studio. VS can compile source files with Unix line endings but the project files need to be DOSish. Convert the line endings and things should work fine.
