Yes, they are. There is no conflict as I wrote the patch; this is
intentionally done conditional on (featurep 'xemacs). Probably that
the other autoloads should be moved into auc-tex/auto-autoloads.el for
XEmacs, but I don't know enough to be sure.
I will need some more definite statement from an XEmacs person before
I apply the patch.
tex-site.el may still be a good idea, just like the various package
specific init files (.vm, .sc, ...). But this does conflict with the
idea of trying to do everything via Custom.
tex-site.el has nothing to do with the files you mention, these files
are per user, tex-site.el is per site. Customize still doesn't offer
a good way to specify site specific customizations, and won't until
Jans work is finished.
