Fix small frame gutter glitches.

Multiple frames don't work too well with gutters without these fixes. andy 2000-03-02 Andy Piper <andy(a)xemacs.org&gt; * gutter.c (specifier_vars_of_gutter): cosmetic changes. * frame.c (Fmake_frame): make sure the gutters get initialized after the frame is visible. (set_frame_selected_window): re-arrange compilation macros a little.
