Why you can't rebind what key? 'backspace or [(control ?h)]?
You should be able to rebind either. However, there isn't much point
rebinding [(control ?h)] in tty mode if your tty's erase character is
\010, as you will never get a keypress-event for [(control ?h)], but
for 'backspace instead.
