Fwd: [AC21.5] Fix EMACSPACKAGEPATH

Mike, Any thoughts on this message? I'd really like to be able to generate a 21.5 Windows setup kit that can install into the same directory structure as the 21.4 setup kit. This technique worked for 21.4, but I guess there must be an extra step required for 21.5. Mike, do you have any suggestions for debugging this?
