Netscape does. In fact, Netscape in fact starts up a separate process
to provide name service to the main browser process.
My "ISP" (the University of Tsukuba) is incompetent at keeping their
gateways and nameservers up when making configuration changes, so
every few months I have a spate of "not found" or "can't connect"
problems. XEmacs hangs until the !"#$% gethostby*() call times out;
Netscape does not.
I don't recommend doing anything like that, though. In the modern Web
Netscape can be justified in doing it, since a single frame's worth of
display can involve references to a dozen hosts; except for w3, xemacs
doesn't do stuff like that.
