Whyever not? Supporting 21.5 is not a critical function of the
packages. Rather, it's the other way around: if a package doesn't
work with 21.5, we presume 21.5 is broken.
Fair enough. At the moment I have no clue if it's a bug in 21.5 or a
bug in rfc2047.el which first could be seen in 21.5.
