The comment about examples seems to be true as well. I find no
reference to them from some other file.
So these seems like good candidates for removal. Logic being: They are
a part of another well known package and they are not used. (Am I
missing something?)
It is certainly possible to build XEmacs on Windows with X support, so
these files may be useful.
If in fact they are verbatim copies of files in an X distribution,
another way to handle it is to add a README.X11 saying these are files
distributed with X which has X Consortium or X.org licensing and
reproduce it.
But IIRC, X11.7 no longer uses the old Imake build process, so they
may not be relevant any more, and removal would make more sense.
