Some such function is needed if you want "smart" frames that configure
themselves to a default size, depending on some application dependent
minimum or maximum number of lines in windows contained in them. For
example, VM has a summary window and a presentation window; given the
frame size, there's probably no reason why the summary window would
ever need more than about 10 lines _by default_, so you might want to
impose that as a maximum. "window-height" is the right way to do that.
Conceptually, of course; there may be bugs in implementation.
If you're going to clean up use of ascent and descent there, you might
also look at implementing interlinear space, which should be a
specifier.
