I am defining a download site.
ftp.xemacs.org. "Not at all" means the
following: Without setting up EMACSPACKAGEPATH, "List and install" results
in the message: "*ftp ananymous(a)ftp.xemacs.org* seems not a pty. Kill?" (We
corresponded about this message before.)
Setup.exe installs both XEmacs and its packages OK, for example, the menu
"Options, Advanced(customize), Emacs, Files" shows "Recent files,"
"Efs,"
"Tramp," and others. They will configure OK. However, "Options,
Advanced(customize), Emacs, Packages" does not allow one to turn on and off
individual packages.
Some packages appear to work OK (e.g., c-mode). On the other hand,
previously "Recent files" worked, but it doesn't now.
In addition, Cygwin Xemacs hangs up fairly often, and screens don't always
redraw properly.
Basically, Cygwin Xemacs is unusable on my XP system. Although, I'm using an
older version (?) at work on an NT successfully, both of which I configured.
Does it matter whether setup.exe is run by Cygwin Bash or by Windows?

You may be looking under the wrong menu. Try something like M-x customize
<ret> toolbar <ret>
to see if that works.

Can you define "not at all". You need to define a download site first
before
using these menu items.

EMACSPACKAGEPATH is already set by the installer in the windows registry.

List & install uses the MANIFEST entries, so it seems something
fundamental
is going wrong here. This works for most people.
