Fair enough. :) This patch is specific to cygwin so HOPEFULLY, it wouldn't
affect anything else other than that. :)

Because it wasn't submitted to xemacs-patches and therefore
disappeared from radar, most likely.
Making sure it applies to current sources and submitting it to
xemacs-patches(a)xemacs.org, with an indication whether it's intended
for 21.1 or the devel branch 21.2 (soon to become 21.4 release) will
speed up the process. (That's a fact, not an excuse.)
Also, path-handling is hard, most fixes seem to break something
else---as "obviously correct" as this seems to be, maybe it's
something like that. I'll put it on the "fumbled patches" list.
Also, Ben is on vacation, but when he gets back 3/19 I'll ask him to
look (if one of the other NT guys doesn't pick it up sooner).
