The main problem with this (as I saw later) is that it doesn't
necessarily cover people with special requirements. Of course since
effectively all packages will use GPL (or the somewhat new doc license
for manuals), those should be few.
On the other hand, we would probably be doing a service for many
people who have little idea of what to put in there.
