Perhaps because `!' is not a word constituent?
Minirant: I *hate* modes that define non-alphanumeric symbol
constituent characters as word constituents -- it totally breaks M-b
and M-f, making them essentially equivalent to M-C-b and M-C-f when
moving over symbols.
