I'm using Windows Native. I see it on both binary downloads and my own
builds. I think it started around the time the shifted-motion keys were
introduced. Other than that, my reports are the same as Andy's, that
is, I see no problem in fresh emacs, whether not I use vanilla. But it
crops up regularly as soon as I start to do a lot of kill-search-yank
editing.
