I can't make sense of this (IMHO YMMV obviously, just one data point).
The idea is that the modeline looks like a scrollbar with text and
glyphs *attached to* the scrollbar. If you move a scrollbar, one
expects that anything attached to the scrollbar moves along with it, in
the *same* direction.

exist, but the modeline looks like such a beast. ]
I also understand the opposing viewpoint (regarding viewports) ...
and I can see the reasoning behind it ... but I don't think that way. ;-)
If modeline dragging via the mouse is ever allowed, I think we'll
need a config variable to control the movement direction, because there
are too many people in either groups. (Me, I don't care what the
default is, as long as there's a way to change it.)
