Emacs 18 and 19 (was: Re: [21.0b62] auctex, NT4.0)

Well, now /is/ a good time to give up Emacs 18 compatibility. If
anyone submits patches to that effect, I'll accept them.
Actually, (X)Emacs 19 compatibility can go as well.
