Without seeing the actual error message you are getting, or any
information about your system it will impossible to accurately
diagnose your problem.
After looking into my crystal ball, sacrificing a couple of virgins
(boy, they're hard to come by these days), and spending an hour or two
staring at some chicken entrails, I think you should try:
(setq efs-ftp-program-name "/bin/ftp")
Please understand that this is just a guess. If that doesn't work
please do 'M-x report-xemacs-bug RET'. That should give us the
information we need to debug this.

No it doesn't. "Tools -> Packages -> Update Package Index" runs
`package-get-update-base'.
