That does not sound that terrible to me. I don't thinkt that a user
who wants and _needs_ to build the packages themselves wouldn't be
able also to build xemacs. Am I missing something?
Some people just don't want to rebuild XEmacs for whatever reason. I
really don't like the idea of requiring people to upgrade when we've
promised that the packages will support 21.4.
