I still don't understand why this is unfortunate.
I can understand that you like things orderly. However, the window
set has no "natural" order that I can see. Yes, there's this
"canonical" order, but mostly I find it annoying. I rarely want to
cycle through the windows (back when I had to work on a 132x50 -- I
think it was -- terminal I tried using more than 2 windows +
minibuffer on several occasions, but I always ended up in the minimal
config). Thank heaven for the mouse!
Now, suppose that we added functionality that allowed the user to
specify the window set and order (as many window managers, eg,
sawfish, do). Then anybody who depended on the order being canonical
would be upset if we changed that; but users who want the feature
would be displeased if we couldn't give them the nice behavior by
default.
So if you had an immediate, compelling application, I'd be much more
sympathetic (although the probable response would be to add a function
specifying the order, not to change window-list itself).

Or maybe it's already been written for Gnus or VM (tapestry.el).
