Nowadays? Sure. I may move a copy into general-docs or something
like that for historical reasons and to serve the occasional user on
systems where you wouldn't expect TexInfo to be installed (Windows,
especially natively-compiled XEmacs users), but no need to wait for
that.
If I were doing it, I would wait for Vin or Adrian to sign off,
because of the Windows users. But I expect they'll be OK with it, so
no need to wait more than a week or two. Mac OS X is not a problem,
at least up to Snow Leopard it comes with the TexInfo distribution.
