Ensure that the keymap which is loaded at boot time (e.g. 
/usr/lib/kbd/keytables/no.map) includes the lines:
	keycode	111	= Remove
and
	string Remove	= "\033[3~"
If it does, then pressing `C-v Delete' on the console should print
`^[[3~'.
