I don't know Windows, but you should be able to change the default
code page by specifying the Polish code page in the font. Eg, from
the command line try 'xemacs -font "Courier New::10::central"' (or
whatever the MS designation for cp-1250 is, cp-1252 is western).
This will prevent you from typing Western characters (unless they
match cp-1250 with the same code).
