I've been occasionally trying to build 21.5 beta's using --pdump, and
failing with similar problems. I didn't understand why this was
happening with --pdump. Then I remembered I'd applied this patch:

Reverting this patch solved the problem, as you'll see from my
X-Mailer header :-)
