...and it doesn't. I only committed the change to
psgml-html(html-mode)'s default sgml doctype, nothing's changed in
sgml-catalog-lookup. Sorry if I didn't make myself clear.
The point is that sgml-catalog-lookup already upcases the doctype:

(setq name (upcase name)))
