Because the developers have never gotten around to implement it
properly, i.e. as a built-in property of extents.
It seems to me that this could very well be a built-in property, all
the more that the amount of lisp involved is so small.
It's easy for code to be small when correctness is not a constraint.
Several months ago, I asked for advice on how to properly implement
the atomic extents, and I ended up with as many opposing opinions as
there were participants in the discussion. For this reason, I ditched
it all until better times arrive.
