Package loading problem with X-emacs 21.4 and higher

I've just installed Redhat 7.3 on several systems. 7.3 comes with XEmacs 21.4.6. For some reason Xemacs 21.4 will not automatically load the verilog-mode.el package (located in xemacs-packages/lisp/prog-modes). I built and tried 21.4.8 and 21.5.6, both of which behaved in the same manner. I was able to work around the problem by explicitly loading the package in my init.el file but never the less this points to a serious problem in the package system. XEmacs 21.1 which shipped with Redhat 7.2 seems to work fine, the problem must therefore have been introduced in 21.4. Thanks, Josh Rosen
