Actually I see that this problem occurs in 21.5 also with the same
stacktrace, I'm wondering whether this is actually a cygwin bug.

Can you try different revs of the cygwin dll?
Not easily, but this problem dates back over a number of cygwin releases.
Do you have a specific file that crashes?
