AFAICT color-theme is not a supported XEmacs package. If you want
support, ask the color-theme maintainer or see if someone else wants
to support it for XEmacs.
While GNU compatibility is in general a goal, there is no need for a
100% clone---you've already got GNU Emacs. So I don't consider this a
bug, it's an RFE, and fulfilling it will depend on availability of
volunteers.
