agreed, but this change is gratuitous at this point. it only mattered at all
because of the previous changes, which i also withdrew.
also, the macro fixes aren't going into 21.4.

Hmph. Why? Shouldn't we just fix the macro thing? kill-line is not
the only function that behaves differently depending on whether you
call it interactively.
