cc-mode packaging problem?

I am forwarding an email I received from bug-cc-mode. It would seem, according to him, that something broke with respect to cc-mode packaging with the release of 21.4.3. previously working cc-mode environment stopped working. I'd be happy to help do something to track this down but what? How does one force a recompile of an installed package?
