It seems like GNU (version 24.*) doesn't have truncate-string so

suggest that we don't introduce it but rather change affected code to
use truncate-string-to-width instead. Maybe that was the reason of
dropping it from mule-base!?

But how would users know about that?
I mean suppose somebody else would like to try out say list-registers (not
the none we are shipping, but one he finds on the net). Then it would
not work in 21.5.X Mule (I am not sure about no-Mule)
Xemacs 21.4.X No mule has this function in osolete.el (while 21.5.X no
mule does not).....
