It doesn't work for me either, I'm using "XEmacs 21.4 (patch 9) "Informed Management (Windows [3])" [Lucid] (i586-pc-win32) of Sun Sep 08 2002 on TSUNAMI" Anyway, I forced the effect using set-face-background/foreground, and ended up going reverting to the original, because it's even harder to make out colors in black...
